Allen Doppelt

Allen joined the Gray, Whitley team as Counsel in 2017 to further add to our expertise in advising not-for-profit corporations, delegated administrative authorities and governmental organizations. Allen has over 30 years’ experience providing legal services to various Ministries of the Ontario government, and in particular the Ministry of Government and Consumer Services (and its predecessors). He was instrumental in drafting the Ontario Not-for-Profit Corporations Act, 2010, the Securities Transfer Act, 2006 and the Personal Property Security Act, and in implementing major changes to the Ontario Business Corporations Act and the other company law statutes. He also has extensive experience in developing and drafting a variety of other statutes.

Allen has a wealth of experience in preparing, negotiating and advising on procurement contracts for government, in particular information technology (IT) and consulting contracts. He has also regularly advised the Ontario government on copyright and trade-mark issues. Allen has provided advice to the Ministry on various administrative authorities, including the Technical Standards and Safety Authority, and is experienced in preparing and reviewing administrative agreements. 

Allen has significant experience in the area of administrative law, especially with respect to administrative tribunals. He has acted as an adjudicator (in name objection disputes and corporate cancellations) and has issued reasons for judgment. Allen has advised on procedural and evidentiary issues related to tribunals.

After retiring from government, Allen maintained an active practice focused primarily on not-for-profit corporations before he linked with Gray, Whitley in 2017. He has advised many such corporations on their transition to the new federal and provincial not-for-profit legislation, and on various governance and charities law issues. He remains active in legislative reform, having chaired the Corporate Law Committee of the Ontario Bar Association from 2012-16, and participated as a member of other Canadian Bar Association committees and working groups.
